The Internet and other networking technologies have facilitated change in the dynamic between the regime and the people in China. Who is winning this cat-and-mouse game? The author argues that the Internet, more specifically Weibo, the Chinese version of Twitter, and the microblogging system, have strengthened both the government and the people in China.
