South Korean Democratization: A Comparative Empirical Appraisal

"Where is South Korean Democracy Headed?"
South Korea's democracy defies an easy characterization with some scholars defining it as a fully consolidated democracy while others point out that it is at a crossroads between democratic development and decay. In this paper, Jung Kim looks at two fundamental questions: (1) what characterizes South Korean democratization; and (2) why has South Korea's democracy evolved as it has. After a comparative empirical study using the Freedom House and Policy data, Kim argues that South Korea faces democratic stagnation mainly due to accountability deficit, and this stems from the political party system that remains under-institutionalized. pc   mobile
