  Middle Power Diplomacy Initiative Working Paper No. 5
In the fifth Middle Power Diplomacy Initiative working paper, Sungjin Kim assesses South Korea’s climate change diplomacy as a middle power to have been successful. In the midst of a climate change dialogue where there exists sharp confrontation not only amongst developed countries but also between developed and developing countries, South Korea was able to utilize four identities of a middle power: 1) early mover, 2) bridge, 3) coalition coordinator, and 4) norm diffuser. Under the Lee Myung-bak administration, Kim argues that the Korean government’s decisions to prioritize ‘Low Carbon Green Growth’ as a foremost national strategy, as well as to introduce the National Strategy for Green Growth and the Basic Act on Low Carbon Green Growth, are among the government’s successful policy outputs. Lastly, Kim suggests that a remaining task for the current administration is to continue its domestic-level action while expanding Korea’s existing middle power network.
