General Overview of the Global Net21

  • 2004-10-22

The ROK can be characterized according to various factors. In terms of geography, the country is located strategically, surrounded by four key nations in Northeast Asia. In terms of the political-economic context, the nation is facing difficulties with a lack of resources and is also suffering from diplomatic and security predicaments owing to its division. The end of the cold war and the aftermath of the 9/11 brought extreme changes to the world order. In line with such changes, the ROK is becoming a focal point in the international arena. Therefore, it is essential to effectively cope with changes in the 21st century world order with both prudence and speed, accompanied by high-level strategies.

Ever since the ROK achieved full-fledged democracy, the question of Korean diplomacy has become more popularized. In response to such changes, the government has striven to democratize the process of forming diplomatic strategies. Although this phenomenon is most welcome, our diplomatic arena is becoming unduly politicized. This trend obviously confines the range of available countermeasures and fosters public disunion.

EAI Global Net21 (tentative name) was launched with groups of experts from various fields of studies to overcome the difficulties that our society confronts today. The initial purpose of this gathering is to successfully deal with polarized ideology and efforts to politicize issues of diplomacy and security. The following notes detail this gathering.

1. EAI Global Net21 is composed of members who adopt pan-political and pan-ideological stances. Such qualifications are not meant to constrain political ideas or beliefs, but to widen the scope of discussions among the experts and to stress the importance of laying the foundation for common perspectives.

2. EAI Global Net21 is a gathering for experts involved in various fields of studies. However, we endeavor to open up our discussion to politicians, bureaucrats, and journalists. Through such initiatives, Global Net21 will play a leading role in paving the way for establishing inter/outer networking in foreign affairs and security.

3. EAI Global Net21 is run solely by the East Asia Institute. However, EAI's role is to support this gathering financially and administratively; the overall functions of this gathering will be up to Global Net21 schedule. Kim Tae-hyun, the director of the Center for Foreign Affairs and Security, will be participating in the gathering as a member of the board of directors.

The Korean peninsula is situated at a crucial crossroads in the 21st century. Therefore, it is necessary that all experts in this field exert their utmost efforts in order to establish feasible strategies and visions for the farsighted policy of our nation. As such, we strongly encourage you to actively participate in Global Net21 to ensure careful deliberation and active discussions.

Thank you.
