Why are some governments adaptable but not others? Why has China’s government in particular displayed a remarkable flexibility and adaptive capacity? To adapt means to select strategies or make changes that improve performance according to some measure of success. Central to the measure of adaptive capacity is, therefore, the definition of success itself. The main instrument for defining success in China’s bureaucracy is the system of cadre evaluation targets. In this article, Dr. Yuen Yuen Ang documents the evolution of these evaluation targets over time, highlighting the problem of mission creep and the challenges that such a change poses to China’s governance.
