This book is based on analysis of the results of a survey conducted with the public and experts on January 2003 before the inauguration of Roh MooHyun. The survey of public opinion was conducted to 1200 citizens with 75 questions and the survey of expert opinion to 399 persons with 22 questions. Through the surveys, the EAI research team produced high quality data on the characteristics and prospects of the new administration, the priorities of the national administration, and preferences and expectations for the critical policy issues.
