Japan’s engagement in the Trans-Pacific Partnership (TPP) and non-commitment to the Asian Infrastructure Investment Bank (AIIB) is in contrast with South Korea’s decision to join the China-led AIIB despite America’s opposition while failing to become a founding member of the TPP. Terada Takashi argues that Japan’s regional behavior is an assertive balancing act with the U.S. vis-à-vis China amidst the Sino-American power struggle and a way of strengthening U.S.-Japan alliance.
