Francesca Giovannini, the Executive Director of the Project on Managing the Atom at the Belfer Center, focuses on the effect of the Russian invasion of Ukraine on the East Asian regional nuclear order. It is notable that Russia is seeking to strengthen its relationships with China and India against the U.S.-led alliance. Also, Beijing and Pyongyang may consider tactical nuclear weapons as a better option for deterring outside attacks, as Russia has failed to coerce Ukraine to surrender even with its strategic nuclear weapons capability. Giovannini suggests Seoul take an active part in setting new norms of nuclear security, nuclear energy and cutting-edge technology, and cooperate with the U.S., China and non-nuclear states. This could be a way to reduce the cost for maintaining the alliance and political uncertainty within East Asia.
