[Global NK Interview] Yoon Government’s North Korea Roadmap 

Unification Minister Kwon Youngse explains that the key component of the Audacious Initiative is to achieve complete denuclearization of North Korea through large-scale support to Pyongyang in economic, military, and political sectors. He states that agreements signed by the previous government of South Korea with North Korea should be inherited. However, policies related to human rights issues and other areas considered too conciliatory or appeasing yet pursued to continue dialogue with Pyongyang need to be improved. In addition, he emphasizes the importance of Seoul’s diplomacy to encourage Beijing to play a constructive role in solving the denuclearization issue. Given that public interest or support in unification has been decreasing, especially among the young generation, Minister Kwon suggests that it is necessary to continuously explain and persuade the public about the justification and benefit of the unification 

[Global NK Commenatary] The Road to Denuclearization of the DPRK

Won Gon Park, a professor at Ewha Woman’s University, appreciates that the Yoon government’s “Audacious Initiative” reaffirms the goals and methods of denuclearization. However, Dr. Park points out that Pyongyang refuses to accept President Yoon’s proposal to receive economic incentives in return for denuclearization, as DPRK has recently passed a radical law enshrining the right to use preemptive nuclear strikes to protect itself. In addition, given that DPRK continues its offensive posture refusing to have any negotiations with Washington or Seoul, he highlights that South Korea and the United States should first agree on a precise definition, goals, and approaches to denuclearization.

[Global NK Research Review] Approaches to North Korean Human Rights 

Kipoom Jeong, M.A. Candidate at Seoul National University, highlights the importance of developing South Korea’s stance to ameliorate the human rights condition in North Korea based on the understanding of how other states react to it. She compares the two different approaches of the United States and European nations toward North Korean human rights issues and emphasizes that South Korea can adapt them by maintaining a universalistic perspective, supporting the improvement of Economic, Social, and Cultural Rights while condemning the infringement of Civil and Political Rights and be consistent with its policies regardless of the change of the governing party.

In this month’s NK Update, Minah Kang, Ph.D. Candidate at John Hopkins University, provides an overview of the South Korea-China Foreign Minister’s Meeting, North Korea’s hard line against the Yoon administration’s “audacious initiative,” and ROK-U.S.-Japan security cooperation against North Korea.
