The East Asia Institute (EAI) held the 34th Smart Talk Forum with David A. Welch and Paul Evans on Thursday, October 17, 2013. David A. Welch is Centre for International Governance Innovation (CIGI) senior fellow, CIGI chair of global security at the Balsillie School of International Affairs and professor of political science at the University of Waterloo. Paul Evans is professor at the University of British Columbia.
