EAI held an Expert Seminar as part of the EAI Fellows Program on April 19, 2016 with Professor Gerald Chan from the University of Auckland in New Zealand. Professor Chan presented on China’s rapidly growing high-speed rail industries and its application of technology as part of an infrastructure diplomacy strategy which is one facet of the “one belt, one road” policy. Also, he analyzed Asian countries’ different responses to China’s current diplomatic initiatives in the areas of finance, trade, multilateral consortiums, and infrastructure including the high-speed rail diplomacy. With the establishment of world-wide railway networks, he suggested the possibility of a new “geo-neo-functional" international order emerging if we consider geopolitics, geoeconomics, and social relations.
