The sea has played a critical role in the survival and prosperity of mankind and it has become a more significant area of international cooperation in the era of globalization. Yet, in the case of Northeast Asia, the sea is not a subject of cooperation, but rather a problem that has intensified conflict and distrust within the region as it is closely linked to past history and territorial disputes. The Northeast Peace and Cooperation Initiative (NAPCI), advanced by South Korean government, puts forth the idea of a harmonious regional order in which Northeast Asian countries can achieve co-prosperity based on mutual understanding and cooperation. In order to achieve this goal, maritime issues must be resolved.
